Which CMS to choose for a mini-site inside the main one?

There is a website of an educational institution, inside we need another mini-site with the necessary information pages, no more than 10 pages in total. I think to look in the direction of file CMS, design requirements are almost minimal - one drop-down menu with a list of pages. Need support for tables on pages out of the box. I thought about a static site in html, but I want to somehow implement it so that people can edit something themselves, if necessary.

WordPress, Modx or Drupal, but if you have at least some development experience, then you don’t have to drag all this legacy with you and it’s easier to do something simple on a bunch of framework and bootstrap.
