Unity, Terminal and layout switching not working?

I had an idea to raise an LTSP server for thin clients as a backup for Windows Server 2002. I turned to our system administrators, they rolled me onto Ubuntu 14.04 LTS, then they gave it away and said to do it.
My task is to install certain software for work, issue accounts and prepare for work. Everything is clear to me here, but I ran into a problem that during authorization, the Unity graphical shell is not fully loaded (aka Ubuntu when choosing a session), the terminal does not work via Ctrl + Alt + T and the layout does not switch (here either RU or EN).
I tried to roll KDE, everything works like clockwork with it, but the speed in work drops noticeably and there is a desire to stay on Unity all the same.
(which is the most interesting, RMB works, I can go to "Change the background of the working slot")
How everything works on its own:
When you turn on the computer (thin client), the machine copies the image from the 300+ MB server, deploys it to itself, and then comes the authorization window.
