Unification of interfaces. Does it have a place?

Hello.

I have a website with responsive design. on mobile devices, the menu and logo occupy almost the entire first screen, the main content is not visible, you have to scroll. The client offers to remake the menu (make one button instead of it, like on starbucks.com, also in the mobile version), but not for the entire site, but only for some pages.

In my opinion this is not a good idea as it will make the site look patchy and this can confuse users. I suggest either leaving it as it is, or replacing it with a button everywhere.
How to argue this to the client? Is it normal practice to use different navigation methods on different pages or is it bad? Are there any articles on this subject?

Replace and do usability testing on both versions, only with people who are not familiar with the current version. Then you will know - it has become better / worse / do not care.

If the navigation is the same everywhere, then the use is obvious and intuitive, and if it is different, it starts to create questions: what is it, why was it different there, etc... You have to think about what the user often does not like to do.
It’s better to choose one style, and stick to it, even if in places it doesn’t fit a little (but not drastically) - it’s better to stick to one line of behavior.

IMHO, it's better to make a specialized layout for the mobile version of the site. There are a bunch of UX features when navigating a touch-based interface. See for example how it is done on wikipedia or youtube.

I would make the menu collapse into a button. And depending on the device, it showed it collapsed / expanded.
