Unicode in links?

Since I have not tried to register such sites, I will ask, for general self-development and perhaps an obvious question (I searched for the answer and did not find it). If he's stupid, don't kick too hard, please. :)
I read the topic Domain kreml.ru , and the thought arose: as far as I can see, in most domain zones Unicode is not forbidden by the rules ( 1 , 2 ).
That is, in all these zones - .com, .net and many others - it is possible to use unicode ranges with characters similar to Latin .
It can be used for phishing.
For example, this is Latin:

ɑ ϲ e ɡ һ i ח ο ѕ ν ѵ
^ But this is not.
And these characters are not from the Russian range: ʙ ӣ κ τ ϕ.

Hence 2 questions:
1) Is the similarity of characters in names to Latin / national ones checked during registration?
2) Are there plugins that warn that links use unicode and not latin? (Also looked for, also did not find).

I think it all depends on the registrar. Many of them, when registering an IDN, offer to choose the language of the domain, so mixing two or more alphabets in one domain name will not work.
But in principle, nothing prevents you from registering a domain name as a punikod, for example xn--exmple-4nf.com - it is available and seems to be possible to register.
It is not clear which browser was meant, but in FF you can turn on the display of punycode . Info on other browsers is googled.
