Under what ip address do I access the Internet?

The provider provides the service of a static (white) address, but it is paid, when checking on 2ip.ru it gives me some kind of ip address. If the provider has broadband access, then I go online with the ip address of the NAT server? can the ip address change?
P / S I know that this is a question that can be found in any book, but I couldn’t find it on Google, but I need an answer as soon as possible.

Under what ip address do I access the Internet?
Everything is very simple.
1) look at your address on 2ip.ru - the address from which you access the Internet is indicated there.
2) see what address your router received in the admin panel of the router.
If this address starts with 10 or 192, then you have a gray address.
If this address matches the address seen on 2ip.ru, then you have a white address.
3) Reboot the router and repeat step 2 - if the address issued by the provider has changed, you have a dynamic address, otherwise it is static.

By and large, there are two options - either behind a common NAT (one ip at the same time for many users) or an individual IP, but it changes with each connection. If your IP changes every time you connect, then most likely you have the second option, and the paid service is designed to assign a specific IP to you.

The address can be
1) dynamic or static
2) gray or white
These two things are independent of each other.
To understand whether your address is white or not, look at the address on myip.ru and compare it with what is on your network card (if you are connected through a router, then what is on your router).
To understand your static or dynamic, it's more difficult. Typically, a dynamic address is reserved for some time, which can be either an hour or a day. But if the computer is not overloaded, or the provider has enough addresses, the address can be extended and not changed for months.
In your case, it will be easier to determine white / gray, but about statics, call the provider's support and ask.

Ask your questions to the provider, how do we know how his network is built ...

I will offer an option when you have several providers and, depending on your perversions, it releases you to different ip ranges (or resources, sites or anything) through certain providers. Well, or, if you have i2p, tor proxies on the network, then the router may be configured to release through them to certain resources.
