If nothing helps at all, you can reset WSL.
Right-click on the Ubuntu icon - App settings (I don't know how it is in Russian Windows, I have an English interface).
The application properties window will open, there is Reset (it's at the bottom).
This will reset all WSL settings to the initial ones, the data will be cleared.

Looks like it's time to check the DNS name of the server you're trying to connect to.
PS Through nslookup имя_сервераor ping имя_сервера.
