Unable to install package control in Sublime Text 3?

after copying a piece of code from the official site to the console, to install the package, at the end it says: UnicodeEncodeError: 'mbcs' codec can't encode characters in position 0--1: invalid character . The menu seems to have a tab with "Control package", but when I press ctrl + shift + p and write install package control in it and press enter -> nothing happens. Also, I can not find the plugin I need through the line.

Found a solution to this problem! You need to rename the user folder, in my case (C:\Users\Alexander), to the Latin alphabet (C:\Users\Alexandr). I did it according to this instruction . After that, Package Control was installed without problems and the install package item appeared.
