UDEV rule not working?

There is a udev rule in /lib/udev/rules.d/99-... that starts the necessary script when a certain device is attached. The device is identified by manufacturer ID and product ID.
Please tell me why the script starts when the device is connected 5 or more times.

When connected, a USB device can spontaneously reconnect protocols, which is why if you set it quite generally, the system executes the script many times
specify additional restrictions on the device
