In Ubuntu, using Iptables, close all ports and open only one port and only for a specific user?

For example: By default, all ports in the system are closed. We create a new user "Vasya" and allow port 80 for it. The user "Vasya" starts the web server "Apache" and the port is available. But if, for example, you run a web server on behalf of another user, then port 80 will be closed.
The web server was given as an example, as well as port 80.
