Ubuntu 19.10 starts lagging during installation and won't install. What is the reason?

Downloaded Ubuntu 19.10 from offsite.
I decided to put it on an old hospital, I boot from a USB flash drive, at first everything is fine, but then, when I get to the disk partitioning screen, the system starts to blunt and after a while the screen just freezes. It's on but freezes. I've been trying to install for several hours, but to no avail. Even if I manage to partition the disk, press the install button (before it freezes), everything seems to be fine for about a minute, but then it's still the same picture. It just freezes with the screen on. After the reboot, I tried to install again, but it's still the same. The markup was not applied, i.e. The free space was not shared, everything remained as it was. And I also noticed that when I click install, the download is in progress, but the disk does not work (the indicator does not blink), although formatting should be in progress. At the same time, Windows 10 is installed, the image was recorded in UltraIso,

It seems to me that there are simply too many bad sectors in your hard drive, especially since you say that it is old. Test the hard drive, for this there are special bootable images of Windows with pre-installed software for all occasions.
