Ubuntu 16.04 can't show local networks?

and it's been like this for 2 hours now.
Goal : connect to a local computer OC windows 8.1 that is connected to a WIFI network and copy files from it.

The GUI is evil in such matters.
Show the output of ip a and ip r. Check with telnet the availability of the port of the service through which you are fumbling files.
