How to organize a personal file storage with local and remote access with this configuration?

There is a video surveillance system, the scheme is as follows:

LAN - connection in the internal network of the organization, what is there before this connection - I do not know. Internet access is permanent. All ports on the router are busy.
I have a netbook with two gigabytes of memory, an atom in the form of a processor and a terabyte disk. I want to stick it with a personal file server (I don’t see any other use, if someone advises something for this piece of iron at this place, I will be grateful).
I think to stick it like this:

Two questions:
1. Will such a connection be correct, if there are options, how is it better?
2. What software do you need for a netbook? Naturally, he will not have a white IP. You will need access to the file storage from outside and in the local area.

and why do you need to shine your f...garbage in the LAN??
stick better in the internal network. one fih internet will not be thrown to you.
put a teredo in the trash and enter the trash via ipv6.
take a VPS, set up a VPN server on it at the file washer, configure the client for a permanent connection to the server on the VPS, through this vpn go to the file cleaner.
speed in both cases will not be very ....

@Adamos

I have an internal file washer on an Atom D510 with 1 GB of memory, it does quite well.
True, the system on it is already quite old - Debian Lenny.
From the internal grid, the file is available via SMB, OpenVPN is thrown out through the VPS.
So from home I can just go in and take something. Seriously working with heavy files in such a bundle, of course, will not work, but without fish ...
