Two repositories or branches?

I have a Magento project in git. All OK.
There was a need to create a copy of the project, for another country, another hosting.
99% everything is the same, payment plugins, transfers, etc. will be installed.

What is the best way to do it?:
1. Separate repository
2. Separate Branch

How to work with separate repositories if you need to update something on both projects? Double work?

If it's 99% the same, you can make a branch. Some things to set configs.
