Two A records smtp... in the DNS server?

On 1 host I saw such DNS records
smtp.adstfc-pct.ru. A 178.208.83.113
smtp.adstfc-pct.ru. A 178.208.83.114
if I connect an additional ip to VDS, will there be a rotation? Or do I need to install something like PMTA?
2 ip addresses, when testing mail - ip is rotated -
