Tunnel on Plink in windows 10 connects to local port, how so?

I'm trying to make a tunnel to connect to mysql server (HeidiSQL - SSH tunnel - plink.exe)
There are a lot of examples on the net and HeidiSQL itself substitutes the necessary parameters for connecting through the tunnel.
For example, when registering any host, I expect that it will try to connect to it, but I always see my ip 192.168.6.120

Failed to connect to 192.168.6.120: Network error: Connection refused

I can connect to the server through putty (ssh) without problems.
What the hell is going on?
