In the BIOS, disable "secure boot" and enable support for legacy usb, if something like that is there. Not the fact that it will be called that way and will generally be available.
ssass70 , I looked at the characteristics of your laptop - I see that it is not so weak. And most importantly, the parameters indicate Win10 as the original OS. So why you were drawn to Win7, I don’t understand. On computers with such parameters (RAM 4 gigabytes, 2-core percent), I usually put the "top ten", and no problems happen both in installation and in use.
As for not starting from a flash drive, there is always a workaround - remove the HDD, make it a "big flash drive" with the distribution kit of the desired OS on board, then return it to the laptop, and then it won't spin anywhere - it will start up like a pretty one.
