The netbook hangs tightly, how to treat it?

There is a netbook Acer Aspire ES1-111m-C1EY.
When shutting down (rebooting), it just hangs tightly at the last moment, and regardless of the OS, the same situation is on windows 8\Xubuntu.
I thought on RAM, did memtest, did not find any errors.
There are suspicions of the BIOS and bad memory (emmc by the way)
It’s not the working Fn button (but the keyboard shortcut with it) that will not let me flash the BIOS

UPD: Everything turned out to be due to the partition table, I put windows in legacy with mbr , but I had to uefi gpt. Now everything works properly.
