Transferring old cms from win1251 to utf where to start?
There is cms which is morally obsolete, based on win1251, I would like to transfer it to utf. Is there any kind of manual for doing something like this?

Make sure SMS supports UTF-8. Make a test site on which to train. Upload, convert the database. Convert content.
