CMS design

Good afternoon.
There is a customer who knows a little html + JavaScript, but does not want to know how to php. He wants me to write a small CMS for him in php. The task is next. He takes my CMS, makes a design for it, without delving into the php code. After that, he gives the site to the end user. The end user without any IT knowledge should be able to edit the news and the gallery.

Minimum requirements:
1. Static pages;
2. News;
3. Gallery;
4. IMPORTANT! Edit pages, site news and gallery directly on the site pages, without any complicated manipulations.
5. IMPORTANT! The end user should be able to edit news, etc. site with minimal knowledge.

Question to you. Should I write this from scratch? Or maybe use a framework? Or is there already a free CMS with such functions? Advise, write, what would you do.

90% csm with such functions, except that the 4th point is not often found

Take a simpler and easier framework, write it in 2 days and give it to the customer.

Try MODX. One of my good friends praised him a lot in terms of extensibility. It might suit you too.

7. Export of everything that is possible in an "easily digestible" format.
Think about those who after you with your customer will serve these sites. Honestly, I already hesitated to poke around in self-written shit.

Tired of reinventing the wheel? I can still understand when they write scripts for highly loaded projects and for specific purposes, but writing a CMS for such banal purposes is the apotheosis of stupidity.
