Transferring MS DC from one esxi to another esxi?

There are two ESXI servers, they are located in two different offices, they are controlled through one Vcenter, the offices are connected via VPN, the channel bandwidth is about 8 mbit / s, there is also a VEEAM backup.
It is necessary to transfer the domain controller from one to another, maybe someone has already encountered such a case or has extensive experience in migrating virtual machines, give advice on how best to do it.

In this situation, I would recommend raising another domain controller in the second office. The strength of AD replication is very good even on narrow channels, I would check that everything replicated correctly. And then you can safely extinguish the virtual machine in the first office and transfer it as you like. Though cloning, even copying, even pull vmdx with your hands.
UPD: Isn't there a regular migration tool in vcenter with blanking / without blanking the virtual machine?

So, if I understood everything correctly, you need to move the VM with the domain controller to another office via an existing VPN channel. I see two ways: 1. Transfer the VM using the
vMoution mechanism built into vCenter 2.
Transfer using Veeam - there is a similar Quick Migration mechanism
A couple more notes Transferring a domain controller VM is best done in a powered off state.
