Transferring folders to another server while maintaining group and user rights to it?

Good evening, tell me, you need to transfer folders from win serv 2003 to another win serv 2019 server while maintaining the rights to it for groups and users. With what it can be done robocopy in 2003 is not there? I don’t really want to restore all the rights with pens, there are a lot of them.

Run robocopy on WIn2019, it's built in there. "robocopy \\source\dir \\target\dir /E /copy:datso"
