How to open port 25 for Exchange 2010?

Good afternoon.
Tell me please. Everything is fine with the mail, we receive and send.
Wanted to configure CUCME to send autoresponder emails to mail, but can't connect it to Exchange.
telnet to port 25 from an external resource goes, but it does not connect from the internal network and from the local host (127.0.0.1), should it be like this? That is, telnet is available at the external address, but not inside the network and on the server itself.

@NuRsAk

McAfee blocked telnet on port 25 as a protection against spammers :)

Perhaps your ekschendzh listens only to the external address, but not to the localhost

@yellowmew

probably a stupid assumption, but
in the windows firewall the rule for the 25th port is created for all profiles?
