There was a site infected with all sorts of worms, I cleaned it with an aibolite and uploaded it to the hosting again, but the main page of the admin panel, i.e. the admin panel itself is all in hieroglyphs, how to fix it?
All other pages (editing material, menus, etc.) are displayed normally. in Russian. That is, I click on any hieroglyph and enter any menu item and everything is in order with the encoding.
Tell me where to look?

everything that in Russian I suppose comes from the database, the rest - a different encoding,
see the settings php.ini
default_charset = "UTF-8"
mbstring.internal_encoding = UTF-8
