Data on fines (accruals) are stored in the Federal Treasury (Federal Treasury). Interaction is carried out through SMEV .

Hello. For more than 4 years I have been working in a field where data on fines are needed and this is what I came to:
1) As mentioned above, all the data is in the SMEV. From it you can take data directly from the traffic police or from the GIS GMP. But in order to get access to SMEV, you need to go through 9 circles of hell and spend even more money (an encrypted communication channel and special equipment). For most companies, this makes no sense.
2) The GMF GIS can be accessed in another way. There are services (for example, NCO MONETA and A 3) for paying for various services, including traffic police fines. Here they provide access to the GIS GMF. But in order to use this channel, you either have to pay a lot of fines, or pay extra out of pocket. We are talking about 5-30 thousand rubles a month.
It is also worth noting that there are no photographs in the GIS GMP.
3) Using parsers. Api-parser.ru and gibdd-api.mchanges.com were mentioned above. For a small number of checks, it’s quite good, but if there are a lot of requests, then it’s a little expensive. It is also worth bearing in mind that parsers use the traffic police website, which is often unavailable.
4) At the moment (March 2020), the traffic police website has Google reCAPTCHA. You can choose any service for solving reCAPTCHA and directly take data from the traffic police.
Of the minuses:
4.1) Sometimes changes occur on the traffic police website and you will have to adapt your decision.
4.2) When budgeting for a reCAPTCHA solution service, keep in mind the fact that up to 100% of tokens may not work, but you still have to pay for them.
But taking into account the minuses, there is also a plus - it's still MUCH cheaper than existing parsers.
5) If you need not only traffic police fines, but also FSSP fines (which are in the GIS GMP), AMPP and MADI fines, then you can use specialized services that will check all your cars for fines for all bases. You need to add your cars (manually or via api), and upload fines back.
For example, the service Your traffic police - Business has a minimum tariff two times less than that of api-parser.com . You do not have to think about the performance of the traffic police website and other databases - at any time you can get all the fines + photos through the service api.
If you don’t like this service, there are a couple more giant services: there are no fines and online traffic police.
I also think that you can negotiate with any of these services and get access to their traffic police parser. I think it will be cheaper than api-parser.com . Try to write to support and clarify if you want.
Updated (November 2020). At the moment, to get traffic police fines, I use two services:
1) Cheap, but sometimes fails - Your traffic police - Parsing
2) Expensive, but reliable - api-parser.ru .
If the first one doesn't work, then I use the second one. As a result, cheap and cheerful.

At one time, I shoveled half the Internet to find a normally working service using the traffic police API (checking fines, auto): https://api-parser.ru . They have a lot of other APIs, they work stably. Moreover, in the same place on the site it is possible to check the response from the API in JSON format.

This is not an answer, but an assumption: is it possible through existing services, for example, onlinegibdd.ru/servisy/proverit_shtrafy/?do=by_voditel , to get data by get/post requests or otherwise, slipping a list of cars?

I understand that there is no new information on the issue? Of the options that I have so far managed to find this:
- some kind of left "PenaltyNO API" with FAQ copied 1 to 1 with "API Yandex.Penalties" and horse 10-14% for payment
- not left "API Yandex.Penalties" with 1 % commission, but a minimum wage of 30 rubles will also scare away users
. Maybe someone knows the API option like in Public Services with a 1% commission without a minimum wage?

I also faced a similar task (it was necessary to show customers photos of fines through CRM), searched for a service, and found what I needed deep on the Internet, there is an API that duplicates the functionality of the traffic police website (as I understand it, the traffic police website is parsed), including photos. Prices, unlike similar services, are not "biting" and work stably, in my case the solution is suitable. Yes, sometimes they do not work, but as I understand it, this is the specificity of all such services.

They did a car check service, got exactly the same problem. In the end, they came to a conclusion.
1. You can receive "conditionally" free fines only through SMEV, no one will give you access to it just like that, you can do it through payment systems, but as a rule they charge an average of 50,000 rubles per month for such access, they can also give it, provided that you pay these traffic police fines through them, but they have a very large percentage + at least you have to earn 50,000 rubles for them, if you earn less - please give it from your wallet!
2. Parsing the official site is the real "bottom", because Google Recapcha v3 costs, and no one can solve it normally. All services for solving captcha guess it very slowly, and the worst thing is that when they give a token, it is very often not accepted by the traffic police. As a result, direct parsing is very expensive, and, worst of all, very slow.
3. Commercial parsers that provide access, the golden mean. They provide information quickly, and you only pay for a successful request. Now there are quite a lot of them, we use https://api-gibdd.ru, the price is acceptable on average 0.5 kopecks. I think that they get information with the help of profiles with cookies and for this they give information quickly, the implementation of such a thing for personal use is too expensive, so we use the API for now.
There is also my giddd, apiparser, there are a lot of them, we tried all the options and so far settled on the most optimal one.
