What tools can be used to monitor traffic on a computer or server (preferably console) on Linux / Windows?

For Linux I like vnstat (http://humdi.net/vnstat/)

On Linux you can use iptraf, iftop.
On Windows for localhost, you can try network traffic monitor.

I use Cacti at work. both under unix and under windows to be put.
