Total Ddos of a working server, how to deal with an IP that I can't ban?

There was such a problem, me and my working server have been trumpeted for the last three days.
Tried to ban IPs through IP table, but specifically ONE IP is not banned.
I do not know why. Help with this problem please.
Tried like this, iptables -I INPUT -s 78.24.223.153 -j DROP

Try to register a ban in /etc/hosts.deny according to the principle:
<service or ALL>:
Example:
smtp: mail.test.ru
sshd: 210.123.134.56
