Tor or not and some libraries?

Hello.
Can you please tell me what libraries / solutions are currently available to bypass locks?
Not by the system (win) as a whole, but by some application.
So far, I dug up an ancient libtor (it seems that you just need to link it to your project, and the application miraculously knows how to go through Tor). Plus Python stem (but it's not very clear what you can get from it). Freegate (but it doesn't seem to be Tor, just a proxy). Vidalia Bundle (not supported, requires admin rights, seems to drag the Tor browser with it).
Is there anything else in this area?
