Tools for accounting for planning and execution of work?

Dear colleagues, share your experience! From the customer came the task of effective organization of planning and accounting of actual work. The company is engaged in R&D, has many contracts with customers, co-executors, contractors, etc. The main goal is to evaluate the effectiveness of fulfilling contractual obligations. The requirements are still unclear and different tools need to be evaluated. The main requirements are as follows:
1. Ability to maintain plans in the context of contracts (performers and other analysts)
2. Ability to maintain budgets (here is questionable, there is already an accounting system)
3. Ability to adjust plans
4. Ability to analyze changes in deadlines, budgets, etc. etc., i.e. we add people - the deadlines are shifted, while the budget increases, etc.
5. Accounting for actual work in the context of contracts for each person, up to maintaining hourly timesheet
6. An employee should be able to indicate in the tool under which contract he works, what type of work he performs. When switching to another work (task), he must indicate new data. And so on throughout the working day.
7. There should be tools for analyzing the plan and the fact and comparing them .
Additional features:
1. Formation of tasks, appointment of responsible persons, appointment of executors, observers, controllers.
2. Monitoring the execution of tasks and instructions
3. The ability to track the moment of transfer of contracts for approval to the customer
While all. I ask those who have experience in this area, share your experience and tools with which you can organize such work. We will analyze these tools and formalize the requirements.

Judging by the specified preliminary list of requirements - only an accounting platform (for example, 1C + configuration development) in combination with an office suite (preferably MS Word and Excel enriched with macros).

If delegation, budgeting and Gantt are in Worksection and Wrike. Wrike is more powerful, but costs an order of magnitude more expensive. Worksection basically closes our 99% now. By the way, the plan is definitely there
