TODO application with binds?

Hello! I wouldn't ask this question, but I despaired in my search.
Subject: you need a Todo application for Windows (desktop version) + Android with the ability to create reminders with hotkeys. Example: in Evernote, I create notes by pressing Shift + Ctrl + N and this is so convenient that knowingly switching to the program and creating a reminder just seems like some kind of wildness.
At the same time, I would like notifications about the case to come to the phone. That's why I want to have a mobile application.
If you have something similar in mind, please advise. Or maybe some alternative. Thanks in advance.
