To which GOST can the SSL encryption method, which is used to transmit data via a GSM communication channel, be certified?

Hello. The crux of the matter is this. We have a device for collecting data from a PLC and transmitting data according to the GOST R IEC 60870-5-104 protocol. There are SSL libraries with which we would like to encrypt data for secure transmission over GSM communication channels.
Is it possible to select GOST for such a cryptography method in order to get certified? Who certifies cryptographic methods?

To comply with GOST, you must use GOST encryption, not SSL. It is called GOST in libraries like openSSL.
