To focus on the video card or processor in video editing (Vegas Pro)?

The wife plans to do video editing (mainly in Vegas Pro/Magix Vegas). There are two possible options:

1) i5 10400F + RTX 2060 + 16 Gb RAM (2933)
2) i7 10700F + GTX 1650 Super + 16 Gb RAM (3200)

Which option is more profitable?

It depends on how difficult the installation is and whether hardware encoding will be available.
If hardware encoding with the plugins/effects used is not available, then the rendering will take place on the processor and there will be almost no benefit from a more powerful video card.
Google mounting tests with your chosen graphics card and processor.
PS:
Why don't you consider options with AMD?
