Tin. Performance has dropped, how to return the previous frequency of the computer?

Hello, something out of the ordinary has happened.
In general, there is a ROG Strix GL503ge laptop, an Intel Core i7-8750H 2.20 GHz processor. I
bought it for work (compression and distillation, video processing). But the game also holds very well. Any.
Video processes at 80-120 fps.
Yesterday the frequency dropped to 7-8fps. 5 different reinstallations of windows did not solve the problem. Even put from scratch on an empty disk.
Reset bios, overclocking was not used. zero.
Updated bios. Also zero.
Bought from the Polish online store. Warranty in another city. But service is possible only in Poland.
Who can help, explain what happened to him and how to solve the problem, what other options can I try?
I am attaching screenshots. The photo shows that the percentage has been loaded at 0.79 GHz for a long time. at the same time, the load was launched (video transfer), some game. More than 0.79 does not rise. This is the ceiling.
Separately, I will add the laptop did not fall, there was no network overvoltage. Works from the network on the table. The temperature on the screens is also calm.
In the task manager, it writes to the CPU memory 0.79 and its current load.
The video itself is processed for 4 hours instead of 30 minutes. During this time, the CPU does not go over 0.79 Hz. Once again I ask you for help and solutions.

If that doesn't work, then just return it under warranty.
