Computer won't turn on after cleaning?

Dismantled the computer for cleaning. Cleaned everything, as they say, not the first time. I collected everything and checked the computer does not turn on. It turns on for 1-2 seconds (coolers work, diodes burn), but all this lasts 1-2 seconds. Turns off and on again.
Ps during the cleaning of the small came the processor took off. Before this, the processor had never been removed.
The second time I opened the processor and I see a couple of legs bent, slowly straightened it with a needle and put it back. Zero effect.

during cleaning, the small came processor took off

Well, probably, it is not necessary to explain that any electronics is very afraid of static voltage.
and legs bent on the processor, maybe not the worst thing that happened to him.
in front of my eyes, the "assembler" in a wool sweater killed three motherboards, just taking them out of the package. what to say about the processor ..

Somewhere short. Not the fact that the percent.
Try to pull out everything (percent, RAM, disks, video) and turn it on. If it will be rebooted, then the problem is in the mother, if not, then in the components. (recheck maybe the usb leg is bent somewhere, also inspect the usb), you can also leave only the power supply, the mother and the cooler turned on. In this case, the reboot will say 100% the problem is in the motherboard.
If it doesn’t reboot, connect one at a time and check, I recommend checking the RAM at the very last turn or from the very beginning, pull it out and check.

The protection works. There are two options:
- after cleaning, they assembled it in such a way that it is short somewhere
- in the process of straightening the legs, they damaged the percent
