There are 3 networks: 10.11.0.0/22, 192.168.1.0/24, 10.11.4.0/24. There are two Ubuntu which have ip 10.11.1.21 and 10.11.4.10. They are interconnected by openvpn and see the networks behind them. You need to create a route from the 192.168.1.0/24 network to the 10.11.4.0/24 network. 192 the network sees 10.11.0.0/22 ​​through 192.168.1.249.

I solved the issue like this:
1. Raised a router with two interfaces: 192.168.1.0\24, 10.11.0.0\22.
2. the router with OpenVPN is on the network 10.11.0.0\22, so on the first router I registered the route to the network 10.11.4.0\24 through the router with OpenVPN;
3. clients from the network 192.168.1.0\24 go to the network 10.11.4.0\24 through the first router.
