It is clear that there may be a different technical approach to the project in general and the choice of different technologies for implementation in particular. Where to find and by what criteria to choose a knowledgeable person who will outline the architecture of the project and the list of works for the performers?
In the West, it seems to be a common phenomenon when a person raises a project and gives advice on how to do a similar one correctly. We haven't come across this yet. Or am I not doing it right?

They hold seminars in various cities, organize meetings between developers, authors of ideas, sponsors and those who have already achieved success in this field. This is an attempt to present the work of a PM, or tech lead, as something insignificant. And who will check the performers, change the "list of works", clarify, change the architecture, test, plan iterations ... and also deal with the product?
