What annoys me the most in your configuration is an Intel processor using Socket LGA 1155, bundled with a motherboard for Socket AM3+. Silence in such a situation is the last question.

your radiators will heat the air inside the system unit and it will not go anywhere. need air flow. You can't do without ventilators.
in those systems that I saw, noiselessness was achieved by water cooling, well, or quite exotic with oil inside the system unit, but you don’t need this because there are many minuses.
I think you just need to take quiet fans, not all of them buzz like crazy.
PS Why do you order a boxed processor if you buy a cooler separately? why overpay?

You have a radiator for 62 euros.
For similar money, you can take a Corsair Hydro and set its cooler to 300-500 rpm - enough for your eyes with a TDP of 50 watts.
