Third party DNS at the router level?

Actually, the question is, is it necessary to register a third-party resolver (for example, cloudflare) in the router settings, or is it enough to do this at the level of devices connected to the router? For example, I have DoT adguard on my phone, and DoH cloudflare on my computer (by the way, an interesting thing appeared in win11 that you can enable DoH at the system level). If I have a provider's dns on my router, then requests to it do not happen by chance? If, for example, I make a request on my computer, does it go to cloudflare? I think so, I just wanted to clarify.
That is, in terms of dns requests, the priority of the settings on the specific device from which the request is made? Because I somehow put 1.1.1.1 on the router, and on the adguard phone, well, requests from the phone went to adguard.

Theoretically, the provider can try to close requests on port 53 (in your case, DoT) if, as you write on the router, the provider's dns - but it seems to me that if you have configured on your phone that requests are only through DoT, then the "evil" provider has nothing it turns out, in the case of DoH, it’s simply not determined that these are dns requests, so there’s nothing to be afraid of at all.
