The laptop is very old) Acer Aspire 5738, DDR3 version. There was 4 GB of RAM, I decided to make 8 GB of 1600 MHz strips. The problem is that the memory came, did not look at the frequency and installed it in the laptop, then noticed that the frequency was 1333 MHz.
Question: Will there be a noticeable difference between 1333 and 1600 at 8 GB?
The processor is weak, and suddenly the difference will not be noticeable. The seller is ready to exchange, but I understand that he will no longer be able to sell it as new and, damn it, I feel sorry for him a little, this is an individual entrepreneur, not a large store.

Between 4 and 8 GB, in any case, the difference will be noticeable, and in terms of the frequency of 1333 and 1600, if you put both options side by side and compare, then you can notice the difference.

If you do not want to get involved with the exchange, then it is not necessary. You will see the difference only in synthetic tests. As already mentioned, here the main increase in overall performance will provide volume.

It may also be that the frequency of 1333 is hardcoded in the laptop BIOS, and whatever you set, it will be like that. On laptops, they like to limit hardware in order to somehow compensate for problems with a poor cooling system.

You will not be able to feel the difference in frequency, because. the difference is extremely small.
If there is an ordinary HDD in the beech, then it is wiser to first replace the HDD with an SSD. This will really give a tangible acceleration in work.
