They sent layouts for 640 and they say that 640 will fit under 320 by itself - is that true?
So it goes.
Many times already sent layouts with a minimum size of 640.
If the truth is 640 can itself become 320 - how to do it?

You, as a layout designer, must know for yourself what kind of layout you need. And if a designer or a customer tells you what and how to do, then this is a little strange.
And yes ... of course nothing will "get up". Everything must be done by hand. And if the layout is not provided for a smaller size, then all this needs to be thought out by yourself.
Why ask?
Do it first under 640 and see if it "gets up" or not at 320. If not, then show the customer, explain what and how.
Make fonts in REM, and all blocks in percentages. Give the parent itself a max-width of 100% and overflow: hidden and everything will fall into place as it should
