They asked to place their application for money on their account. What is it?

Guys, good afternoon everyone.
I opened my mail today and saw this letter with the following content:

We are interested in your google developer account, we are an IT company (hidden for reasons), we are promoting our applications and would like to place our application on your account! (We have many development teams in our company and under the contract we are obliged to provide separate accounts, and your the account is suitable in all respects. We are interested in trust accounts that already have applications - they are updated faster).Every week is paid while our application is there, it all depends on how long you want to cooperate. You do not need a login and password, we are just renting, for your peace of mind we will remove the application. Are you interested in such an offer? We will be glad to cooperate with you! We value your and our time!

And now I'm sitting and thinking - what's the catch and what to answer? Tell me please - are they scammers?)
In theory, if I take some third-party application from them - can they then sue for copyright infringement or something else?) Moreover, if it is not obfuscated - in fact I can copy the source code) Some muddy story.
In general, I am tormented by vague doubts. And for now (if no one can explain what the essence is) - I will reject such an offer. Thanks in advance for your replies.
