There is a text with a uniqueness of 5%, I run it through the rewriter many times, it becomes 100% unique, can search engines recognize this?
There is a text with a uniqueness of 5%, I run it through the rewriter many times (readability of the text is not important for me), it becomes 100% unique, can search engines recognize this and take any sanctions?

You can run the text a hundred times and sanctions are not a fact that you will instantly receive. It all depends on your tools and your goals - if you run through some cool rewriting algorithm (which, for sure, is unlikely), you may end up with text that is not very machine-like. And just the generated text can hang out in the index for a long time ...
BUT you are unlikely to be able to make such a text rank high in the search. This requires certain skills - read if you are interested in how doorways are generated and what solutions are used for this.
Specifically, on the subject - Search engines in this regard have grown a lot in recent years, most likely they will recognize it. But here's what they will do next - they can ignore it, or they can use the filter for its intended purpose.
Unfortunately, they still can.
But I hope that over time they will recognize rewriting better, and parasites like you, who make money on this, will disappear.
