For a regular site, you should not bother with the application. The mobile version of the site will work. For a large portal, a mobile application is an additional source of entries as a way to expand its audience.

1. Depends on the audience and its needs. For someone, the mobile version of the site is enough for the eyes, someone needs convenience, quick response, push notifications and platform features - such people will spit on the mobile version of the site.
2. It is easier to develop and maintain one mobile version of the site for all platforms. More difficult is a cross-platform solution like Xamarin. It is even more difficult and expensive to keep a separate developer/team for each platform.
3. Monetization is no different. The mobile version of the site will be more difficult to promote, since mobile customers are looking for services mainly in stores. not in the browser.

I think a mobile application is necessary for those who need a full-featured work from any platform, without losing customers due to poor mobile site usability.
