There is a problem with the encoding on the site, not on Denver, what's the problem?

what encoding is specified in the head field and specifically between the meta tag?

Check the database, it often has problems. If everything is fine with the database, then specify the encoding in .htaccess.
Sometimes this problem is due to the cache, it needs to be cleaned too.

Try to change PHP to 5.6 and set encoding in php ini to utf-8
default_charset = "utf-8"
