How to output a unicode character?

I'm trying to display the unicode character of the car https://emojipedia.org/automobile/
I set the unicode encoding (UTF16)
But the console still displays krakozyabry. Tried changing the font, didn't help. How to fix it?

Possible causes:
The console input font is not set to Unicode.
U+1F697 is out of character limits when displayed on the console in this font.
