There is a Chinese site with GBK encoding, I get its HTML code, but I can't parse it, because there is some broken character in it?

In PHP: iconv doesn't help, writes "illegal character in input string" and mb messes up encoding.
How can this be implemented on Linux?

including skipping broken characters
