Themes not changing in Ubuntu Budgie?

After installation, an update arrived by air installed, restarted, then he wrote himself:
sudo apt update && sudo apt upgrade
nothing new came and was not updated.
Then I launch Budgie Welcome, go to the themes, then Layouts, click on any Apply and
nothing... Nothing changes at all, what could be the reason?

I also tried apt remove budgie-welcom and reinstalled, but the situation does not change.
