Theft of digital data, what to do?

Hello. Let's simulate the situation on the example of a photo bank. There is a database of images, photographers entrusted us with 100k files. And then we were hacked and proudly leaked the entire database without watermarks.
How to protect yourself legally? If the photographer sues (as an example)

There are only two general ways to resolve the issue: an agreement where the user undertakes not to try to recover damages from you in such a case, or you insure your liability. Both are relatively slippery questions, because in the first case, not everyone will agree to this, and in the second, you have to find an insurance company that will decide on this (which is unlikely).

I bought a photo from an agency. On the site they have photos in low quality and with watermarks. After payment, I received the ordered photos in normal quality by mail.
I assume that their "normal" photos are in a completely different place, and hacking them is extremely problematic, almost impossible.
