The type tool (Text) and the selection tool do not work correctly, how to fix it?

When using the Text tool, I hover over the place where I want to type the text and when I press the mouse button, it does not show the input cursor and the selected place for the text. Also, when you enter some text and try to select using the Selection tool, the text does not visually stand out in any way, but if you look at the Effect Controls panel, the selection occurs.
Who faced such problem? How to fix this moment?
