We are looking for another disk, maybe a small one. If Windows is installed and works on it, then the matter is in the disk.
You need to reinstall Windows with a disk format. You can do a non-quick format - then the installer will go through the entire disk, causing the reallocation of bad sectors; and if that doesn't work, the bad sectors will be flagged.
