Who else makes c.processors on a PC? besides intel and amd?

Where can I find a list of those who still produce cpu besides intel and amd? On pc? Or processors are not PCs, but so that you can assemble a PC from them (for example, using processors from a phone, if at all possible) .. are there any videos or articles about assembling a PC not on "Intel or AMD" ...

Unfortunately no.
At the moment, there are only 2 processor manufacturers for PCs, and one of them received technology from the other.
building a PC based on other processors (as you suggested from the phone) is not possible due to the complete lack of compatibility, in fact, as an option, you can put Linux on your phone or tablet (but most likely you will need to compile it yourself under the arm processor) or you can search for Windows under arm processors, there is one, but regular programs written under x86 64 will not work there anyway

It's possible. There was just an article on Giktimes that MS has prepared a version of Win10 for ARM processors , i.e. those same "processors from the phone." Well, Linux was subject to them before. So now nothing prevents them from building full-fledged PCs that are compatible with the usual PC software (especially since there are quite powerful productive models among them).
So, to the question "Who else ...", you can add hundreds more manufacturers to the previous two (see the answer from Artem ).

It is not clear from the question what you mean by "PC". In the literature and in everyday life - this is understood either as "a computer compatible with I86 / AMD64", or "any desktop computer for personal use" (by the way, based on I86 / AMD64 - there are also servers, i.e. obviously not personal computers) .
The main difference is whether you need to run programs written and compiled for existing PCs. First of all - under Windows.
